Warner Votes to Protect Life
December 19, 2025
HARRISBURG – Rep. Ryan Warner (R-Fayette) issued the following statement regarding his “no” vote on House Bill 1957, a proposed constitutional amendment that would enshrine the “right” to abortion in the Pennsylvania Constitution.
The bill narrowly passed the House by a 102-101 vote.

“It is unbelievable – and unconscionable – to me that even one member, let alone 102 of them, would vote for this travesty of a bill that shows such blatant disregard for human life. Pennsylvania already allows abortion up to 24 weeks of gestation. It is abhorrent to even consider amending our state Constitution – our foundational, guiding document – to say innocent children can be aborted even up until birth.
“This bill does not protect women. It protects an extreme ideology that devalues life and ignores our founding principle that guarantees life, liberty and the pursuit of happiness.
“President Ronald Reagan once said, ‘I’ve noticed that everyone who is for abortion has already been born.’ That truth still stands. Every member who cast a vote for this bill was able to do so because their mother chose life. They should let that sink in and finally stop pursuing this radical agenda.”
