Warner Issues Response to Governor’s Budget Plan

February 4, 2025

HARRISBURG – Rep. Ryan Warner (R-Fayette) issued this statement following the state budget address Tuesday in which Gov. Josh Shapiro outlined a $51.47 billion spending plan for the 2025-26 fiscal year:

“For the third year in a row, the governor is failing to honor the most basic rule of budgeting…you can’t spend more than you bring in. Yet, that is exactly what he is suggesting we do by proposing to spend $3.5 billion more than the current fiscal year, knowing the estimated increase in revenue during the same period of time is less than half that. That means spending the rest of the state’s reserve funds, dipping in to the Rainy Day Fund and creating new taxes.

“That is both irresponsible and unsustainable.

“It is important to remember, however, this is just the governor’s proposal. In the weeks and months ahead, we will examine the details of the plan and I, for one, will be advocating for a budget that spends within our means and advances policies that support economic growth in our Commonwealth rather than crushing families and employers with higher taxes.”

The House Appropriations Committee, on which Warner serves as a member, will begin three weeks of budget hearings with various state agencies starting on Tuesday, Feb. 18. More information about the governor’s budget proposal is available at PAHouseGOP.com
